Here is the report I mentioned, which clarifies things about the evolving Israeli structure for cyberspace operations/defense.
The key part is shown on page 12:
If I am understanding things correctly, organizationally, it works like this:
Israeli National Cyber Directorate (INCD) (Ma’arach): Organizationally superior to the National Cyber Bureau (NCB) and National Cyber Security Authority (NCSA). The Director General of INCD is now Mr. Yigal Unna. (Mr. Unna spoke to
the C4ISR and EW groups last spring, according to Col Sean O’Brien. I am of course willing to meet with a lower-level person during my visit in October.)
National Cyber Bureau (NCB):
- Responsible for construction (buildup) of the State Force
- Recommends national cyber security policy and implementation throughout government
(MG Edelstein (former Israeli Air Attaché to the United States) recommended I visit the NCB, but I have no contacts there, and I do not have the general’s direct contact info to seek assistance in contacting the NCB.)
National Cyber Security Authority (NCSA):
- Operational body responsible for the defense of civilian cyberspace
- Includes Israel’s national CERT (Cyber Event Readiness Team or Cyber Emergency Response Team)
As you can see from my draft agenda, I provisionally allocated time for appointments with three of these entities: INCD, NCSA, and CERT, but I sent only a single email to INCD to request an appointment with them in Jerusalem, or with
the national CERT in Beer Sheva. They acknowledged receiving my email, and told me they had passed my request to an appropriate person (see attachment).
