Firstly, let me apologize for the delay in our response. 

It is a busy time at the INDC, and we were only informed of this request recently. 


Let me say that we are very excited for the opportunity of hosting the distinguished delegation on February next year. However, the pre-visit you've requested for Group Captain Dickens on 28-30 of October might be a bit problematic for us. 

The dates fall close by to the return from Sukkot break, during which there is no activity at our military colleges, and right before the INDC's first major trip abroad. Furthermore, MAJ Balas, head of the foreign affairs desk at the IDF military colleges would be abroad during those dates. 


Would somewhere around the end of November until mid December be possible for Group Captain Dickens?

Gal, can you please confirm whether a recce visit in the window 28-30 Oct is possible for Group Captain Dickens? Further to yesterday’s note, we have delayed Gp Capt Dickens’ visit due to the upcoming holidays. However he is keen to fix dates for a recce. To that end, can you please provide a point of contact to engage about the HCSC visit and confirm whether a recce will be possible in the window 28-30 October?

 

The 2 aims of the visit are (1) to understand the experience of the IDF operating Iron Dome, and (2) understand the IDF approach to war-fighting at the operational level.

 

We believe the first aim can be met through discussion/briefing with the IAF and perhaps a site visit to Iron Dome. Col Priest already has an IAF contact who is willing to assist. In terms of what is meant by 'the IDF approach to warfighting at the operational level', the aim is for the course to understand how the IDF fights: doctrine, training, C2 and any operational lessons. One of the key themes for the next course is 'Coalition Warfighting in the Information Age' – so how do the IDF integrate operations across 5 domains?

 

To that end we believe the visit may require engagement across J3/7 (Doctrine), Ground Forces Training (perhaps Julis C2 & Command School ?), and one of the operational Commands for operational delivery & lessons learnt. I’m unsure whether a briefing from your Defence College is also appropriate?

Shir, at our last meeting (with Ronnie) the ICU confirmed that BGen Maisel supported the visit of the Higher Command & Staff Course (HCSC) to Israel in Feb 20. One of the senior staff (Group Captain Dickens) would like to visit on 15/16 Oct for a recce and discuss the HCSC visit. Do you have a poc with whom we can discuss?
