Answers to your questions below:
1) Passport process: - pretty simple. There's an official travel/DV line he
can utilize. There's also a blue ticket he gets during the check in
process. He'll need to hold on to that until his departure.
2) Embassy visit - Yes on taxi. Time depends on distance from Embassy.
3) Departure from TLV - recommend 3 hours prior to flight - there's
additional passport checking process prior to getting to the check in
counter to account for.
Assuming he'll have a rental, need to account for rental turn in also
(rental companies will check the car and if there's any issues, will cause
delay).

passport control and customs. Is the process complicated or relatively
simple? How long does it usually take?
2) For the Embassy visit, do you suggest that he take a taxi? If so, how
long before the start of the event should he arrive (to get through guard
gate)?
2) For his departure from TLV to Stuttgart, how long before his flight
should K2 arrive at the airport? Is 2 hours enough lead time?
