We will not sign from the attache office either. We cannot commit to something that has not already been approved by the Defense Security Cooperation Agency and the Department of State as part of a formal Memorandum of Understanding for PME between our two countries. I am only speaking for the USMC on this issue, but I am safe to assume that the US Navy may be of the same understanding. We are having HQ, Marine Corps Legal and our Marine Corps University review the document. They will determine the best course of action regarding to whom we allow to sign it.

 

What is the impetus behind the document itself? We haven’t signed something like this in recent years, correct?

LtCol Meadows,

 

I understand that LtCol Scott cannot commit financial obligation therefore he does not need to sign the contract. We will however appreciate it if someone from attache will sign it and scan it back to us.

Andrew,

 

I’ve got it. Just sent to LtCol Scott and the responsible office. I’ll scan to you as soon as I receive it back. Not sure if it is the good LtCol who should sign. We do not commit financial obligations to individual service members.

 

Col Cooper should be able to take care of the fees…although the issue as I understand it was not who is doing it, but a kink in the process itself.

Dear Col Meadows,

 

This is Andrew Braverman from the Foreign Affairs Desk at the Israel National Defense College. 

 

Prior to the expected arrival of LtCol Scott at the INDC in July, the IMoD has requested that the attaché sign the attached agreement. This agreement covers the responsibilities of both the INDC and the attaché over the course of the INDC 48th class.

 

Please note that we will not be able to accept LtCol Scott to the INDC without a signed copy of the above agreement.

 

Regarding the tuition fee for this upcoming school year, we have sent the invoice to Col Cooper from the Marine War College. It is my understanding that he is person who takes care of the tuition fees.
