I am the Directing Staff for Simulation and Modelling at the Defence Academy of the UK.
I enclose my biography, and here are some appropriate details from my background:

I was the principal planning officer for training and exercises for HQ ARRC and worked closely with the Operational Analysis (Operations Research) team
during the planning for the IFOR involvement in Bosnia. I designed simulations for use in HQ ARRC training and in preparation for the deployment (and deployed with them for a year).
·
I was responsible for the British Army Land based constructive simulation in Germany for 3 years and I designed a major upgrade to the simulation system
and revision of the operating philosophy during my time there.
·
I worked in the team responsible for the procurement of simulation systems for the MOD for 5 years and was responsible for the procurement of the VBS
simulation.
·
I am responsible for courses teaching
about simulation and using simulation here.
·
I am responsible for providing subject matter advice to the MOD on simulation, modelling and wargaming as part of the UK Defence Simulation Centre.
·
I have considerable experience in manual wargaming, part of which is seen as the traditional alternative to attempting to do this using computer simulation.
·
I have some familiarity with the IDF and DADO Centre, so I am particularly interested in how the proposal fits with them.
I will be coming along (assuming I get financial approval) very much as a subject matter expert. This topic is extremely interesting and is actively being investigated
to my knowledge by the UK, the US Marine Corps and the US Army, so I shall look forward to seeing the differences and similarities with your approach.

I don’t know about the DSTL contacts but I can confirm that Wing Commander Keith Dear, Staff Officer
for Innovation in the Joint Warfare Branch of Joint Force Development and Maj Tom Mouat, Staff Officer for Modelling and Simulation at the Technology School of the UK’s Defence Academy would both like to attend the Military Operations Simulation Meeting in
November. In addition Wing Commander Dear is happy to present on the UK approach to this area of simulation.
You mentioned that industry partners would be welcome to attend. The UK is working closely with
2 commercial partners: Improbable and CAE. Would it be possible for representatives from these companies to attend as well?

Thank you very much for having the time to visit the IDF Concepts Laboratory – Development & Experimentation. Please see below the information regarding
the 1st International Military Operations Simulation Summit. Of course you and your colleagues are most welcome to participate.
In continuation to our meeting, please contact us to the DSTL and to any other personnel who you think are relevant to that matter. Attached you will
find STD, the summit brochure and initial agenda.
On November 12th - 14th 2019, the
1st International Military Operations Simulation Summit will take place in Tel Aviv, Israel, headed by the Head of the Operations Directorate, Major General Aharon Haliva. The Conference is led by IDF’s J-3 in partnership with the Concept
Laboratory. We are in the process of building the detailed agenda for the summit that will include officials overviews’ as well as speaking opportunities for the different guests from institutes and parallel Laboratories from around the world.
Background:
Purpose of the IDF Concepts Laboratory – Development & Experimentation:
To operate as the Professional Authority in the IDF for Concept Development, Script and Initiatives in order to help direct Force buildup and best prepare
the IDF for future challenges.
Main roles of the Concepts Laboratory:

Initiate, Formulate and Script IDF Concepts (Multi-Force)
·
Identify Operational Gaps, Initiate Operational requirements &
recommend COA’s in force build-up.
·
Constitute the Analytical – Operational authority of J-3, to assess and validate IDF Concepts and plans, through simulation.
Operational Simulation:
In order for the concepts laboratory to fulfill its purpose and perform its functions, different tools are utilized, the main tool is an operational
simulation system/software.

Allows the run-up of different operations scenarios
·
Assists decision-making
·
Analysis of OPLANs
International Military Operation Simulation Summit – Objectives:
·
Mutual learning and knowledge sharing between the different institutes and offices.
·
Creation of an International Community for ongoing information Exchange and mutual learning.
·
Creation of an infrastructure for further cooperation with relevant partners.
Target Audiences:
·
Institutes and relevant positions holders in the field of force buildup and force deployment that make use of similar tools to the concept laboratory.
