Feedback is below on the two points:
Article 5.3-5.4 is legally objectionable to us, and we would not be able to comply with this. The main concern is that we cannot cover the >10,000 federal, state, and local laws, and this opens us up to significant liability and opens up
many other issues.
Article 8.3 is potentially an issue because everyone in the U.S. is required to buy vehicle insurance if they are driving on U.S. roads, regardless of their status. The intent is to ensure that if they do drive, they are complying with
the law, and that no liability falls back on the host command (CENTCOM)

Please see the attached DTSA and OGC approved FLO MOA with approved language
(first pdf). I have attached the raw word doc for your reference.
Additionally, we would like a 1 star general to sign the agreement. The
individual must have the authority to conclude international agreements.
The main briefing point for this one is:
-We do not want to 'dual hat' the FLO at this time, so the language in the
final version for 2.5 reflects the original language of the FLO only
supporting one command.
We need two 'wet ink' copies from the signer, and I will send you my address
separately. Once I get them, I will route them up the chain and send you
back a final copy.
