Below is the message I got from the US Embassy in Berlin regarding you guy brining more than 12 people to the MSEL #1 conference in Grafenwohr.

"The diplomatic note exchange process takes some time, so I'm not sure if the Israelis could get that done in a month.  But if they are successful, then yes, please resubmit the FVR so I can properly inform the MOD."

1.  You guys really need to start working this now if we have a hope of it being approved.

2. You guys really need to get a formal agreement with Germany so you can bring more than 12 people into Germany for planning events.
