Dear Klaus.

Well formatted paper, with broad petspective.

One critical point is missing - Article 5 can not be applied to Israel, essentially rendering the whole idea of full NATO memebership null and void.... The reason - Israel has no recognized intl borders...

So any realistic discussion of *full* memebership is contingent upon a comprehensive Peace agreement. Not only with the PLO, but also with Syria and Lebanon..

This leaves us with "memebership minus" options, which have been discussed over the years.
