Very many thanks for your mail. As previously stated, my name is William Owen. I am an Israeli living in Israel. I do an extensive amount of work and advice for the British Army and have been involved in force and doctrine development, which included the use of wargaming and simulation in the work I have done.

For example,

a.) Doctrine - I was the "Red Teamer” for the last but one iterations of Battle Group, Brigade and Division Tactical doctrine publications as well as Urban operations Doctrine. I am also currently a UK “Doctrine Stakeholder” and consult on Doctrine development for the Land Warfare Centre.

I was also strongly involved in the development of tactical doctrine for the new Strike Brigade in that myself and another officer formulated all the tactical drills the brigade needed to progress as it developed. This is connected with how the British Army may fight in the future. This has included being involved in various wargaming iterations seeking to address experimentation.

b.) Command - From 2012-2017 I was was involved in multiple CPXs for both Division and JTF Command process and procedures for both 1 (UK) DIv and 3 (UK) Div under 3 different Commanders. As an aside, I also taught a planing workshop to a US brigade headquarters last year in Miami.

c.) Capability/Force Development. - Under Sir Nick Carter, I “Red Teamed” the Army 2020 concept. I developed my own force development model which the then CGS asked DSTL to use Wargame to evaluate, so I first hand experience of seeing a model I developed be tested and seeing where the errors may creep in. This model was the reason I was selected to work on the Strike project.

I have also assisted in bringing 7-8 British Army Groups to Israel to study WW1, 1967 and 1973.

Operational Simulation:

In order for the concepts laboratory to fulfill its purpose and perform its functions, different tools are utilized, the main tool is an operational simulation system/software.

·         Allows the run-up of different operations scenarios
·          Assists decision-making

·          Analysis of OPLANs

International Military Operation Simulation Summit – Objectives:

·         Mutual learning and knowledge sharing between the different institutes and offices.
·         Creation of an International Community for ongoing information Exchange and mutual learning.

·         Creation of an infrastructure for further cooperation with relevant partners.

Target Audiences:

·         Institutes and relevant positions holders in the field of force buildup and force deployment that make use of similar tools to the concept laboratory.
·         Academic Professionals in the field of M&S force build-up and Force Deployment.

·         Industrial Professionals in the field of M&S force build-up and Force Deployment.
