*    Day 4 - Table Top Exercise (TTX) - Multinational response to a catastrophic
disaster scenario.

Workshop goals:

*    Promote cooperation among civilian emergency management agencies and
military crisis response forces to foster regional preparedness, security, and
stability.
*    Enhance Civil-Military planning and coordination with international and
multinational organizations.
*    Improve ability of regional nations to respond to a crisis resulting from a
man-made or natural hazard
*    Strengthen capabilities to conduct Humanitarian Assistance and Disaster
Response (HA/DR) operations.

   Dear Kobi and Benzi,



   Per discussion, Day One of the workshop is intended as an introduction of
each of the participating countries, and to build a common understanding of
each of the respective country's emergency/disaster response capabilities,
both civilian and military.



   Each country will have between 60-90 minutes to present on the following:



   Capabilities Presentation Outline (Day 1)

   *    Introduction of Israel Party (e.g. MOD and NEMA) - Personnel, Titles,
Duties
   *    Agency Overview - Purpose, Mandate, Personnel composition
   *    Description of Capabilities (e.g. Urban Search and Rescue, First
responders)
   *    Relationship between the Ministry of Defense and NEMA
   *    Description of Military Capabilities for support of emergency/disaster
situations.
   *    Activation process for emergency/disaster situations (both domestic and
foreign)
   *    Past examples of activation, response operations, and deployments (e.g.
Nepal Earthquake)
   *    Monitoring Methods for Natural/Man-made Hazards (e.g. early warning
systems, remote sensing technology)
   *    Partnerships with international or regional bodies for Emergency/Disaster
Scenarios - Partnerships with Regional bodies (e.g. NATO)
   *    Exercises and training curriculum - Internal or External training events or
Exercises.
   *    Best Practices:

       *    Crisis Communication with Public audiences during Emergency/Disaster
Scenarios.
       *    Logistics Planning - Activation and Deployment of Personnel to foreign
countries.
       *    Working in conflict areas.

   Day 2 will focus on Emergency medical and public Health.  We'll likely have
U.S. Military and Bahrain Ministry of Health presentations on COVID-19
response efforts. We would also welcome a separate presentation from the
Israel Emergency Medical Teams on Day 2.
