1. We can bombard the Israeli Embassy in Berlin with 150+ of these permit requests
2. You can coordinate with the Israeli Embassy in Berlin where we provide you a list of names and the Israeli Embassy in Berlin just gives us all blanket entry permit.
If you go with option #2, what information do you need on the spreadsheet? (Name, DoD ID #, vaccination status, etc.?)
Please let me know something as soon as possible.

all foreigners need this entry permit.
Travelers who are applying for a visa will automatically apply for the single-entry permit. (This is why the entry request form has to be competed.) The entry permit letter will be returned to the applicant together with the passport w/visa when issued.
NO need to separately send a request for entry permit unless the travel date is not covered by the entry permit.
Entry permit has to be requested 3 weeks prior to travel (traveler holds valid visa):
* if entry permit does not exist, (because traveler holds a valid visa and at the time of visa issue, the procedure for entry permit was not established. This might be the case if the visa was issued last year.)
* if entry date is longer covered by the entry permit (only valid for 4 weeks after issue)
* if entry date is covered by permit, but this is a second entry - only one entry allowed on the permit

Just so I understand, even though we have a letter from the Israeli Defense Forces Director of Operations (coordinated through the Israeli Ministry of Health), everyone must complete the attached "entry permit" and send it to: covid@berlin.mfa.gov.il three weeks before we travel to Israel?

This is the information we received today:
The Embassy of Israel in Berlin will process visa applications for applicants regardless of whether the travelers are vaccinated or not.
In addition, they explained the process of the necessary entry permit. (See Step 1 in below email).
If a traveler requests a visa, the Embassy will also process the entry permit and will issue the visa and the valid entry permit (separate letter).
Currently all foreigners entering Israel need an entry permit in addition to a valid visa, the Embassy of Israel issues visas valid for up to 2 years, depending on the remaining passport validity. This entry permit is only valid for 4 weeks from date of issue for a single entry. If travel is postponed to a later date (and the entry permit is expired), and for each additional entry to Israel, a new entry permit must be requested from the Embassy of Israel.
This needs to be done about 3 weeks before the intended travel date (if requirements do not change).
To request the entry permit for deferred travel or travelers who have a valid visa and need an entry permit, the following documents must be emailed to the Embassy of Israel: covid@berlin.mfa.gov.il
Copy of your valid visa
Copy of your passport's biometric page
completed Entry Permit Request (see attached document)

The most important issue, if vaccination is mandatory for visa issue or for entry to Israel, will be addressed to the Embassy of Israel on Monday.
To my current knowledge the vaccination is only required if the traveler intends to avoid the quarantine by request after arrival in Israel.
Travel to Israel is restricted to Israeli nationals, holders of Israeli resident permit and on exceptional cases for foreigners.
Step 1:
Obtain a visa and entry permit from the Embassy of Israel in Berlin (Our office will assist with the visa request if the application package is sent to us. Please kindly let me know if I shall forward a list of the required documents.)
Step 2:
COVID 19 test
All passengers arriving in Israel must present a negative COVID-19 PCR test result to airline staff. The test must be taken within 72 hours prior to the scheduled departure to Israel. This requirement applies to people with a vaccination certificate or a certificate of recovery. Entry to Israel depends on complying with this requirement.
Step 3:

Entry to airport
* Entry to airport will be allowed only to those who present a valid plane ticket and clearance issued by Israel Ministry of Health.
* Body temperature will be screened before entering airport premises.
* Entry to airport premises will be granted to passengers only (exceptions apply).
* Outbound passengers will be checked whether they are on the list of confirmed cases or people who must go into isolation. If an outbound passenger is found to be on the list of confirmed cases or people who must go into isolation, boarding will be denied under penalty of law.

* Passengers who recovered from Covid-19 must present a doctor-certified recovery confirmation whenever asked to.
* COVID-19 vaccinated passengers must present a vaccination certificate whenever asked to.
After arrival in Germany
Returning from a risk country requires a mandatory quarantine. 10 days or can be lifted at the earliest after 5 days if tested negative. Hello Thomas,
as a follow-up to our telcon. The visa requests we received are pending with the Embassy of Israel. No visa issued was denied.
Currently the Embassy requests the following documents to be submitted for a visa request (besides photo and passport)
* completed application form
* completed Declaration Form
* Proof of Covid Vaccination (date and name of vaccine)
The entry requirements for Israel have become very complex, and obtaining the visa is only one step.
About the document you attached. We already presented this to the Embassy of Israel about 2 weeks ago, at that time they were not aware of the possibility to get the quarantine waved. In the meantime, the Israeli authorities have published this process on their website.

Gabriele.
I have a bunch of people applying for Israeli Visas for travel to Israel. Some of these are getting denied due to COVID. Please see the attached. The Israelis have granted us permission to enter Israel despite COVID as we are all vaccinated.
