Being that this is an exercise site, it is imperative you run this through the IDF exercise planner. LTC Shoshana should be the determining factor from the IDF side. I have no say with regards to the US perspective however, would highly recommend any MOA go through a legal review.
Additionally, if this in any way impacts JC20, it will be the responsibly of the IDF to resolve. Example; it the IDF's occupation of this building requires the installation of communications infrastructure in another building to facilitate testing, we would look to the IDF to assume responsibility for these costs. JC20 simulation testing will begin in June 2019.

The US Exercise Staff does not have any objections to the IS utilizing the back of K-Span 1. We will need to create a MOA to outline the agreement to ensure there is no confusion and set expectations. Will you be at the CLC at the end of the month? We could formalize it there. Please confirm that the US has no objection that the IS will use the inside section of hangar #1 from the end of the JF19 drill and up untill the JC20 drill.

I have been discussing this with the Exercise Community and the Construction OIC on site. Unfortunately, I do not think that it is possible. The area immediately around the EOC will be an active construction site while we finish the two dorms, and start the Conference Center. Additionally, we may place additional communications around the building. All of this will create a significant safety hazard for anyone working from the EOC.
I would offer up one of the other buildings with communications infrastructure on the other side of the T-Barriers, but we will be using them 1 to 2 weeks a month as we prepare for JC20.
