Two brief comments:-

1. BG Interests- You mentioned Political gain, In my opinion at the time 

of incident, he as the first PM, was too involved to look at overarching National 

Interests, therefore any kind of future Political gain would have been least on his mind at time of Decision.

2. Conclusion- Point 2, Wording ... willing to sacrifice/risk own people....is too harsh.

I feel it could be - Took an unpleasant decision of firing at the ship(a firm stand for the larger good of the nascent nation)....however, the context can be explained.
