Dear Sir,

Good morning.

We are now coming to the final phase of our preparations to host the NEOCG Tabletop exercise.

 

Following our latest discussion, please find attached the relevant Registration Form for the exercise with some practical information as you can below.

 

Exercise timetable

 

I have to note that we also have  a two pre-exercise days for the players, meaning on 27 and 28 of May 2019. You don’t need to come on that days bur on 29/05 and 30/05 in the morning.

 

There is a slide correction (red color) on the timings an update is provided below:

29/05/2019: 08:30-18:00

30/05/2019: 08:30-15:00

 

Exercise’s Location

 

It will be played in two different locations, both in Larnaca District:

1.“ZENON” Coordination Centre. For those participants who will play at the NEOC coordination Cell.

2.Larnaca’s Civil Defence facilities. For the consular players and the Exercise Control team.

 

I strongly suggest that on the 29/05 the delegation of the state of Israel make the registration (specific badge to have access) at the “ZENON” Coordination Centre. Your delegation can visit the second location by using their own transport means. If there is any problem on transportation, do not hesitate to request for some support from Host Nation.

 

Transportation

As I mentioned on my previous email, transportation will be offered for the two days, 29/05 and 30/05, from hotel and back, with 2 specific pick up locations.

If  your delegation is willing to use the bus for their transportation, please include this information on the Registration Form.

 

First bus stop for exercise players and observers will be the Larnaca’s Civil Defence facilities and second stop will be the “ZENON” Coordination Centre. After the end of each exercise day, the bus will depart from “ZENON” Coordination Centre to Larnaca’s Civil Defence facilities and back to the hotels.

Until now, no Full Member State of the NEOCG break the “silence procedure” concerning your request, which ends on the 8^th of May 2019.

As I explain to my previous email, this is more or less a matter of standard procedures of the NEOCG. State of Israel is every year more than welcome to participate to any exercise the Republic of Cyprus organizes. Much appreciated.

I am also aware of the invitation sent by the National Guard (attached) which is also refers to the NEOCG Table Top Exercise and that the exercise is “For NEOCG Members and NEOCG Observers Members”.

Thanks for your email. 

We participated in the last 2 TTXs, and received an official invitation from the CDR of Cyprus national guard to participate again this year.

We participated in the last NEOCG 

Meeting as observers in Norway. 

 

I would officially like to request to participate as observers this year as well, and hope this isn’t an issue.

I have to mentioned and maybe you already know that NEOCG table top exercise (TTX) is an only Member States (MS) TTX and has to do with procedures that the MS of the NEOCG has to take together as a group to coordinate their assets (naval and aerial) in order to evacuate their citizens from a crisis area.

 

As you may easily understand there is no meaning of a Non NEOCG MS to participate and of course they cannot participate unless they receive the status of MS, meaning observer MS or Full MS.

 

Nevertheless, Non NEOCG MS can participate to NCG meetings (as your side did and participated at the 33^rd NCG meeting held in Oslo, Norway) or exercises, if they request it and take the permission of the NEOCG to do so.  

 

To that end, if your side sir wishes to participate to this exercise as observer or actively, please do not hesitate to procced with a request (official email, not NV) to the Ministry of Foreign Affairs of the Republic of Cyprus (Host Nation of the Exercise), to this email address and we will circulate your request with a positive note from our side within the NEOCG Member States to have the final approval.

 

We will then inform you accordingly about the results.
