CPT(P) Soceanu,
        Good morning.  I am touching base with you from US Air Force International Affairs.  Our branch oversees the placement of officers in overseas professional military schools.  The Air Force is due to send a colonel to the Israel Defense Forces National College in 2019.  Unfortunately we will not have a colonel available to attend this course and I was wondering if it would be acceptable for a lieutenant colonel to attend instead.  Regrettably, if we are unable to make this substitution we will have to respectfully decline the offer to send an officer to the course.
        Please let me know if a substitution is feasible.  I appreciate your assistance.
