The topic I was asked to present to you today is the challenges of "doing intelligence" during these days.
I have been in the intelligence world over 20 years and I must say that dealing with intelligence is a challenge in itself so needless to say how the challenge has risen in the last few years.
In this short time that we have I would like to present to you the deep challenge that needs to be observed in three stages:
1) The known challenges of the Intelligence work and their solutions
2) The challenges created to the work of the intelligence personnel by the rapid change
a) what is this rapid change?
b) optional steps to improve the intelligence address to these challenges
3)I claim that in this era doing intelligence has become a complex task than in the past. Therefore, our methods and system is in desperate need of change - in the world of analysis as well as collection and their role and influence
amongst the decision-makers.
In my view what we need today is an "enabling intelligence". This type of intelligence shouldn't deal, like in the past, only with providing alerting information but rather should be the generator for learning the enemy and be more
active in order to win in the learning curve race.
In this sense it will better enable the building of a national strategy, operational and national campaigns and force build up plans that will fit and be more relevant to these new challenges that have emerged.
