I hope this e-mail finds you well.

I contacting you again because since November I have not yet received any response from you about the implementing arrangement we must signed.

Unfortunately, a long time has passed and the staff of MABAL, which reads for information, and the General Defense Staff in Italy need the document to be signed as soon as possible. I’m reminding everybody that in order to be able to pay the fee for the attendance of the MABAL, the document must be signed.

These are the step we must follow in order to solve this item:

§  Step 1: I need to receive an email in which the Israeli MoD agrees on the contents of the new arrangement;

§  Step 2: I will inform the Italian MoD that the Israeli MoD is ready to sign the new arrangement.

§  Step 3: the Italian Defense Minister will authorize me to signed the new arrangement;

§  Step 4: we will meet for the signature of the new document which will last for five years (I hope, so that we will not have to repeat the procedure every single year);

§  Step 5: I’ll be able to pay the fee for the Colonel SALERNO’ s attendance of the MABAL.

About the arrangement, the differences between the old and the new document are specified in my 8^th November’ s e-mail that you can see at the end of this e-mail.

I would like to remember you that the signature of a new document is necessary in order to proceed with the payment of the tuition fee of the student who is currently attending INDC.

good morning,

I hope this e-mail find you well.

One more time I need your assistance for the signature of the “new Israeli National Defence College’s Implementing Arrangement”.

As you know, since I arrived in Israel, we are now sending one Italian student to attend INDC/MABAL every years, this was a very good decision of LTG (ret) EISENKOT and LTG GRAZIANO.

But every year Italy must signed an “Implementing Arrangement” with SIBAT before we can pay the course’s fee (this was we have done last March for the former student).

Doing the same long job every year it’s hard for us as, to sign the document as Defence Attaché, I need to receive every time the IT MoD Minster authorization.

To solve this complex administrative  issue, the IT MoD would like to sign a “permanent” Implementing Arrangement, to be valid for all the Italian students that will came to attend MABAL/INDC in the future.

This Implementing Arrangement will be the same to the old one but without talking about detailed programs and it will allowed us to pay the fee easily.

Of course is clearly written that either of the Participants (Italy and Israel) can decides, at any time, to terminate it.

So, I’m asking you to read the “new proposal Arrangement” (file 01, in yellow the few lines that we would like to change), checking  and controlling the document.

The proposed changes are in :

§  Page 5, section 6, ISMOD’s responsibility;

§  Page 6, section 8, Financial Matters;

§  Page 9, section 17, Duration, Withdrawal and Termination.

Attached you will find also a copy of the” old Arrangement” (file 02) , so it’ll be easier to control the previous Arrangement.

I hope that you will agreed with us that this is the simplest thing to do.

Please let me know if this is feasible for you.

If you think that the document is correct we will try to sign it as soon as possible.
