Dear David,

I think the analysis is good and close to complete. The problem that I still identify is the incorporation of the barriers into the analysis and the evaluation of the applicability of the solution. I think you can do this by giving weights to the evaluation criteria based on the main characteristics of Israeli society and public views. For example, environmental considerations are given lower priority in Israel as compared for example to costs or special interests. I believe that when you include these aspects the evaluation will be more balanced and realistic.
